Haegong Shin Ik-hee was born in Gwangju, Gyeonggi-do in 1894. He organized the Student Association, an integrated group of international students, and published the brochure Hakjikwang, promoting national spirit and independent ideas. .
He returned to Korea in 1913 and opened the Dongmyeong Training Center in his hometown to spread new culture and enlightenment ideas. In 1919, he distributed the Declaration of Independence and led the independence demonstration.
That year, to escape the Japanese police's arrest order, he went into exile in Shanghai, participated in the establishment of the Provisional Government, and served as Deputy Minister of the Interior, Secretary to the State Council, Minister of Foreign Affairs, and Minister of the Interior, before returning to Korea with the liberation of his country.
